to the Tax payer. Then the organiztion must take Bids from potential  
Contractors to do the job of changing the light bulb in a cost effective  
manner for the Tax payer, at a cost of millions to the Tax payer for the  
paperwork involved in taking the Bids. Once the Contractor has been  
contracted on behalf of the American Tax payer the work invloved can now  
take place. So, at the expense of Millions to the Tax payer the Bush  
Administration has no involment in the changing of the light bulb & can  
deny any contrary litigation that may arise. So, the answer is zero  
members of the Bush adminstration are involved in changing the light bulb.  
Which is really great for the Tax payer, because, Government Officials are  
not qualified to change a Light Blub, & had they Screwed it up it could  
have cost the Tax payer Billions of Dollars. So, we can rest easy knowing  
that the Bush Adminstration has saved the American Taxer payer Billions of
